SRG is seeking an experienced Program Manager to lead a team providing comprehensive intelligence support services to the Department of Homeland Security, Office of Intelligence and Analysis (I&A). This position supports 24/7/365 mission operations, including Open Source Intelligence (OSINT) collection and Intelligence Watch functions. The ideal candidate will possess significant experience in program and personnel management within the Intelligence Community (IC), with a deep understanding of operational and tactical intelligence support, intelligence fusion, and interagency coordination.
Position Responsibilities
The Program Manager will serve as the on-site Technical Lead and primary point of contact for all contractor staff and shall:
- Be physically present on-site Monday through Friday during core hours and available to support 24/7/365 operations as needed.
- Oversee execution of all technical and administrative aspects of the Task Order, including workload prioritization, staffing schedules, deliverables, and stakeholder engagement.
- Recruit, train, manage, and supervise a multidisciplinary team of intelligence professionals, including OSINT Collectors and Watch Officers.
- Implement and enforce Standard Operating Procedures (SOPs), manage task workflows, and ensure quality, timeliness, and compliance with DHS and IC standards.
- Maintain accurate activity logs and coordinate weekly activity reports to Government COR, detailing staff assignments, coverage, and support areas.
- Serve as the primary interface with I&A leadership, contract staff, and COR, facilitating communication, technical exchange, and reporting requirements.
- Support continuous operational improvements, training, and professional development for assigned personnel.
Required Qualifications
- TS/SCI clearance required at time of application.
- Strong interpersonal and communication skills to lead a diverse, multi-disciplinary team.
- Ability to adjust rapidly to evolving mission requirements, high-priority tasking, or emerging threats.
- Experience coordinating across federal, state, local, tribal, and territorial partners (FSLTTP).
- Knowledge of Open Source Intelligence (OSINT) workflows, tools, and platforms.
- Familiarity with 24/7 operational centers, RFI tracking, and intelligence production cycles.
- Proficiency in program management best practices including risk management, resource planning, and schedule coordination.
Preferred Qualifications
- Bachelor’s degree or higher from an accredited institution. Preferred fields include: Program Management, Intelligence, Public Policy, or National Security Studies.
- Minimum of 10 years of experience supporting Intelligence Community programs.
- Demonstrated experience leading intelligence operations in 24/7 watch or OSINT environments.
- Experience supervising or managing a team of analysts, including task delegation and performance evaluation.
- Understanding of DHS missions, authorities, and intelligence production.
- Familiarity with IC Directives (e.g., ICD 203, ICD 206, EO 12333) and DHS analytic tradecraft standards.
