DOD Rewards Program Liaison Officer – USSOUTHCOM – J39 – TS/SCI
SRG is seeking an experienced DOD Rewards Program (DODRP) Liaison Officer familiar with integrating information operations and information-related capabilities to successfully implement and support the DOD Rewards Program within the USSOUTHCOM AOR. The DOD Rewards Program Liaison Officer for USSOUTHCOM must be familiar with Volume 12, Chapter 17 of DOD 7000.14, Financial Management Regulations for DOD Rewards Programs, and the current Field Ordering Officer and Paying Agent procedures.
Forward Deployed Ecuador
1. Attend Joint National Police and Armed Forces Coordination Meetings.
2. Liaison with Partner Nation special Intelligence and Investigations General Officers and directors of units that manage confidential informants to ensure compliance with DODRP procedures, regulations, and policies.
3. Assist SOUTHCOM in building and forwarding Reward Request Packets.
4. Conduct DODRP Briefings for Partner Nations' Political Level and GO/FO members of the Armed Forces and National Police.
5. Conduct Liaison between the special intelligence unit commanders, the Embassy, and the SOUTHCOM DOD Rewards Program Office.
6. Coordinate for information and intelligence sharing between allied countries and SOUTHCOM. I.e. Ecuador and Colombia Rewards Program Officials.
7. Provide update reports to the SOUTHCOM Rewards Office.
8. Provide Partner Nation candidates information to the U.S. Embassy for Leahy Vetting prior to a candidate's final assignments to the Rewards Task Force.
9. Coordinate with the Ecuadorian Attorney General's Office to ensure that the training and certification of personnel being assigned to the call center meet the requirements.
10. Conduct interviews and debriefings of Informants.
11. Ensure routine inventory and maintenance of U.S.-funded equipment to ensure proper usage and prevent loss or re-tasking for purposes other than intended. Report anomalies to the SOUTHCOM Rewards Program Office.
12. Review advertising requirements with the Ecuadorian Rewards Product Development Cell to ensure SOUTHCOM requirements are being met.
13. Coordinate with Embassy GSO / SOUTHCOM J39 to meet contracting requirements for equipment or advertising-related issues.
14. Assists in the coordination of informant security for payments of rewards.
15. Assist in the coordination with the Embassy Financial Management Office and Embassy Bank for the availability of funds for paying rewards.
16. Coordinate with the SCO Budget Office and the Pay Agent to track the check issuances from DFAS for rewards disbursing.
17. Coordinate periodically with the Embassy Regional Security Office for any personnel and physical security-related issues or local threats.
18. Ensure the coordination for vetted security personnel is completed and the security force is ready to receive the U.S. pay agent. Coordinate with the Embassy Regional Security Officer for the
entry of Partner Nation Security Forces into the Embassy compound and provide an escort for the pay agent to the location of rewards payment.
19. Witness and co-sign Informant receipts of rewards payment.
20. Assist the SCO Budget Analyst in the wrap-up of the Rewards Payments process where required.
21. Conduct interpreting and translation duties to support Rewards Program tasks.
22. Assist the U.S. Embassy in providing any potential information related to the Force Protection of U.S. Citizens, Troops, embassy personnel, and U.S. facilities such as the U.S. Embassy to the SCO and/or DAO.
23. Fulfill all the requirements for performing your Southern Command DOD Rewards Foreign Liaison Officer duties.
Must be a U.S. Citizen.
Must possess or be able to obtain a U.S. Passport.
Clearance: This position requires an Active TS/SCI clearance.
Language proficiency in Spanish and Portuguese – Rating 4 or higher, based on Department of State Foreign Affairs guidelines.
Must possess a minimum of a bachelor’s degree in one of the following: General Humanities, Law, Literature or literary theory/criticism, Foreign Languages and literature, Social and Behavioral Sciences, Advertising, Philosophy, Political Science, Marketing, Statistics, Trend Analysis, Economics, Media and Mass Communications, Public Relations and Communications, Journalism, Social Media, Computer Science or related degrees.
Recent Joint or Service-Level Information Operations experience as a DOD Rewards Liaison Officer or IO strategic planner, with at least two (2) years of Joint Service at a combatant command or service component headquarters or higher.
Completed the following military courses:
· DOD Rewards Program Introductory Course – DODRP-US1389
· DOD Rewards Program Administrators Course – DODRP-US1390
· Joint Information Operations Planning Course (JIOPC)
Knowledge in JOPP, MDMP, and MCPP planning and targeting processes and expertise in developing and accessing tactical and operational level IO plans and orders
Experience or working knowledge of how to implement/employ/administer the DOD Rewards Program and how to utilize Rewards funds to achieve program objectives must be required.
Must understand DOD Rewards Program interagency relationships between CCDR, US Embassies, MILGroups, and allied/host nation(s) defense/agencies.
Have experience with IO planning at the service or joint level in support of operations with Combatant Commands or Joint Task Forces.
Ability to engage senior JIIM leaders and staff to accomplish DODRP objectives.
Ability to work effectively within a task-organized working group and expertise in planning, integrating, and coordinating with inter-agency and intelligence community entities.
