Program Manager of IDIQ's
Strategic Resilience Group, LLC (SRG) is seeking a qualified IDIQ Program Manager (PM) to oversee the company’s fifteen Indefinite Delivery Indefinite Quantity contracting vehicles. This position requires an active TS/SCI eligible security clearance.
The IDIQ PM is responsible for overall execution of SRG’s IDIQ contracts. The IDIQ PM serves as the focal point between the IDIQ Prime Contractor, SRG’s leadership, and the end customer, regarding all issues and discrepancies. The IDIQ PM ensures full compliance with the terms and conditions of all IDIQ contracts and ensures that non-conforming contract services are corrected. This position reports directly to the VP of Operations. The IDIQ PM will manage several IDIQs and develop a team to manage the suite of IDIQs the company may win spots on.
The IDIQ PM must be familiar with various IDIQs such as Seaport, GSA MAS, Polaris, NASA SEWP, OASIS+ (formerly OASIS SB).
The IDIQ PM must be able to maintain strong working relationships with SRG’s IDIQ teaming partners, program offices, and government clients. The IDIQ PM must always understand relevant human resource policies and procedures for SRG, our teaming partners, and supported organizations.
The IDIQ PM must be able to rapidly respond to task orders and must develop and maintain in depth knowledge of the nuances of the assigned IDIQs. The IDIQ PM will work closely with Program Managers, recruiting and proposal managers to ensure successful task order pursuits. SRG’s current Indefinite Delivery Indefinite Quality Vehicles include but are not limited to the following:

Electronic Federal Aviation Administration (FAA) Accelerated and Simplified Tasks (eFAST) Contract
OASIS+ SB
The IDIQ PM must develop and maintain a new task order pipeline and lead the effort to respond to Requests for Quotes (RFQs) and Requests for Proposals (RFPs). The IDIQ Program Manager will work closely with the SRG business development team to identify and bid upcoming IDIQ opportunities.
Management: Provide overall leadership and direction of IDIQ specific business development, including regular reporting and task order management. Lead, manage and train IDIQ Program Management Office staff. Work closely with human resources and specific operational supervisors to train and lead project managers on specific IDIQ projects.
Client and Stakeholder Engagement: Build and maintain relationships with the clients for all assigned IDIQs.
Proposal Efforts: The IDIQ PM will support competitive responses to requests for quotes. The IDIQ PM must possess the operational knowledge to effectively capture, organize, and develop effective strategies for winning task orders under SRGs existing IDIQ contracts.
Profit and Loss: The IDIQ Manager will be responsible for profit and loss for IDIQ task orders. Make recommendations for improvements in all phases of contract execution to save resources while maintaining or improving the quality of delivery.
Recruitment and Retainment: Work with SRG staff, HR resources, and recruitment platforms to recruit and retain high-quality candidates. This will require the use of available HR Recruitment tools, such as ClearanceJobs.com and professional networks to maintain a list of viable candidates to fill positions as they become available.
Bachelor's degree in relevant field required; a master’s degree or higher in a relevant management field is preferred.
Project Management Professional Certified.
Minimum of ten (10) years of experience managing all types of government contracts (FFP, T&M, Cost Plus), with experience on multimillion-dollar IDIQ/task order-based services contracts.
Expert understanding of Federal Acquisition Regulations and federal budget processes that impact IDIQ execution
Demonstrated leadership and strong interpersonal communication skills
Expert skills in written and oral presentations.
Demonstrable capability with the entire Microsoft Office Suite of tools
Expert level ability with basic tools of managing a large program. Skills in Microsoft Excel and PowerPoint are required.
Ability to travel up to 25%.
Must possess an active TS/SCI Security Clearance.
